      Roger Williams: I apologise to hon. Members that I was not present at the beginning of the debate, but I was engaged in activities elsewhere in the House. The Minister makes a good point. At times, medical scientists may offer advice that would be hard to deliver in terms of social science. There could be a conflict between pieces of advice that are properly given by two proponents of the same profession.

      Roger Williams: I support my hon. Friend in his views on Consumer Focus Wales, but I do not think that the alternative model would work to represent my constituents. Citizens Advice does not have that reach into the rural areas or that way of tapping into the problems. For instance, in Brecon an alternative organisation called the Brecon Advice Centre has set itself up to replace the citizens advice bureau.

      Roger Williams: I congratulate the hon. Gentleman on securing this debate. The setting up of the co-operative movements was perhaps not as utilitarian as he suggests. A key aspect of the miners' welfare halls in my constituency was libraries and the ambition of self-advancement, and we might have to return to a similar system in the future.

      Roger Williams: My hon. Friend makes an important point, but does he not agree that the direct single payment is also a buffer against volatile commodity prices? While commodity prices except for milk are reasonably buoyant at the moment, there could come a time when they are in decline, which would be difficult for farmers to sustain.

      Roger Williams: I thank the Minister for his comments on the debate. On a practical issue, people tell me that the one thing they value about banks is that they can talk in private about their financial concerns. That facility is not available in post offices. If the Post Office is to deliver more financial services, it must address that issue, as well as availability, with the public.

      Roger Williams: One concern relayed to me by mutual societies, particularly building societies, is about the burden of reporting that has to be done on a regular basis, presumably to the Financial Services Authority. That seems to be out of proportion to the risk that building societies present, and certainly to that presented by large commercial organisations.
