Commenting on the framework powers contained within the Queen's Speech, Liberal Democrat Shadow Secretary of State for Wales Roger Williams MP said:
"We welcome any new powers for Wales, but I do think this is a missed opportunity, and that more ambition could have been shown.
"We had identified several areas that could have been looked at but have been ignored, such as power over police authorities, powers over electoral reform in local government and powers over school governance and funding streams to complement the School Governance LCO.
"The specific provisions being transferred to Welsh Assembly Government Ministers are of course welcome, but given what the All-Wales Convention has confirmed about the slow and cumbersome process, you would have thought that greater ambition would have been shown about bringing powers to Wales.
"We need a referendum as soon as is practically possible so that we can improve the system, but it is unforgivable that we are not even taking advantage of all the routes to transferring power that are available to us now."
